Meet the Commissioning Manager - New Toowoomba Aged Care Facility

We are pleased to introduce you to Elizabeth (Libby) Klein, the new Commissioning Manager of our new facility on Greenwattle Street, Glenvale. Libby has worked at Ozcare for the past 24 years in a number of management roles, most recently as Facility Manager at our Parkwood Gardens aged care facility on the Gold Coast. Libby is passionate about aged care, and very focused on ensuring that we deliver outstanding quality of care by listening to our residents and their families.

To help understand exactly what the role of Commissioning Manager involves, we asked Libby a couple of questions.

What do you like most about working at Ozcare?

“As an organisation, Ozcare continues to push the boundaries when it comes to aged care, making our facilities state of the art in terms of design features and overall care. We do this by listening and responding to the people of the community and pay particular attention to what they would like and how they would like to live their lives.

All people age differently, and we know that privacy and staying connected with the wider community, as well as wanting aged care facilities to feel like their home environment is especially important. Of course, remaining active is imperative for our residents and, as an organisation, we aim to meet the needs of the growing number of Queenslanders requiring care. I believe we do this well, we are customer focused and provide good quality of care and promote independence.”

Why do you choose to work with the elderly?

“I truly enjoy working with the elderly. I believe that caring for the seniors of our community is one of the greatest honours in life. This is especially close to my heart because they have all worked and contributed to this great country of ours. I feel so blessed and honoured to be able to be a part of their ageing journey.”

What does the role of Commissioning Manager involve?

"Lots of meetings! It is important to carefully arrange meeting time lines and take a collaborative approach to commissioning this new facility. This involves working and collaborating with our Construction team, Suppliers, IT and Head of Aged Care, just to name a few.

I will be coordinating the strategy and operations of the building to ensure the proper and efficient operation of all of its physical aspects. My role will also involve creating and sustaining a safe and productive environment for residents and all staff. Staff recruitment will also be an important task, which will involve inductions and continuous education with support of the People team, will also ensure that all services are set-up and contractual agreements are made to ensure high-quality standards for the facility. 

One of the most important parts of my role as commissioning manager will be to coordinate resident admissions across all services and subsequent assessments and processes that are required. Importantly, promoting the services within the industry’s community to maintain key networks and partnerships is a big part of commissioning the new facility, which include referrals, hospitals, assessors, local service providers, allied health providers and community groups. We will continue to build on the reputation in the community as a quality aged care provider."

Any particular goals during the Commissioning Phase?

"I aim for a smooth transition especially for our new residents. I am excited to be working with a fantastic team to ensure that our residents feel safe and secure from the onset. My goal is to shape a state-of-the-art facility, create a home-like environment and, most importantly, I am excited to communicate with the wider community during this process to deliver specific and high-standard care."   

 Any challenges you can foresee?

"My biggest challenge will be to ensure the sustainability of the aged care facility after commissioning. I have a lot of learning to do because, of course, this community and the people within it are not the same as those in other regions of Queensland. My goal is to learn as much as possible about the community and personalise the facility to the community that requires it. This is one of my biggest challenges but also an exciting one that I am very much looking forward to."

Our Toowoomba Aged Care Facility has now been handed over by the builder to Ozcare to commence operational commissioning.
